Mr. Vinh Nguyen is the founder, president and CEO of Visual Information System (VIS) and oversees all aspects of the company’s daily operations. Mr. Nguyen has more than 22 years of hands-on experience in software system design and programming, and more than 12 years of experience in managing software development teams. He has participated in all phases of system life-cycle development employing structured design and analysis methodologies and CASE tools for data modeling. His specialty areas include database performance tuning for Oracle, Sybase and MS-SQL Server; Windows-based client/server with RDBMS server; and Windows NT 4.0 remote network operations.
Mr. Nguyen is the project manager and technical lead working with the Consumer Product Safety Commission to develop a Product Hotline Reporting system, a National Electronics Injured Incident Reporting system, and a Legal Case Tracking system.
Mr. Nguyen has served as project manager on important software programs for the U.S. Department of Justice, the Cystic Fibrosis Foundation, the Pension Benefit Guaranty Corporation, the Consumer Product Safety Commission, and the Federal Communications Commission. He worked as technical leader on software programs for the Internal Revenue Service and the U.S. Department of Agriculture.
For the Tax Division of the U.S. Department of Justice, Mr. Nguyen headed the development of a 600- user, Intel-based, Agency Case tracking system operating under Windows NT 4.0. On another Department of Justice program, he was a technical lead for a development team supporting the Executive Office for the U.S. Attorneys (EOUSA) in creating and maintaining a Legal Case Management system currently in use by all U.S. attorney offices nationwide, with more than 9000 users.
For the Cystic Fibrosis Foundation, he managed the development of nationwide applications using Windows NT remote network connected by a TCP/IP networking system. For the Pension Benefit Guaranty Corporation, he served as the independent verification and validation person for a large Case Management system. For the Federal Communications Commission, Mr. Nguyen served as project manager and lead developer of a programming group that developed a Ship Marine Application Processing system and a Cellular Application Reviewing system.
Earlier in his career, Mr. Nguyen was a software developer on many large-scale systems, including an integrated Financial Management information system, an automated bank Lockbox Processing system, and an electric Tax Filing system for the IRS.
Mr. Nguyen attended George Mason University from 1979 to 1982, where he studied electronics engineering and computer science, and attended Catholic University of America from 1978 to 1979, where he majored in music.
